PROJECT DEVELOPMENT OBJECTIVE

The overall project development objective is to assist GOK in improving the quality of rural water supply and environmental sanitation service delivery to achieve sustainability of investments. Specific development objectives are to:

(a) demonstrate the viability of cost recovery and institutional reforms by developing, testing and implementing the new decentralized service delivery model on a pilot basis.

By MTR cost recovery reforms and new decentralized service delivery model development, tested and successfully implemented in first two Batches of GPs

(i) State has continued ownership of the policy and institutional reforms and provides continued support to operationalize the reforms throughout project implementation.

 

 

 

BY MTR, existing single Panchayath water supply schemes currently owned by the state utility 9KWA) and / or GPs are taken over / and managed by beneficiary groups in first 2 batches of GPs.

Participating GPs / BGs by into the new service delivery system, demand improved series, and fulfill their part of management and financing responsibilities.

At the end of the project,O&M of water supply and sanitation schemes fully financed and managed by the BGs in the project GPs.

At the end of the project, sanitation and hygiene behavior in the first 3 batches of GPs is significantly improved.

(b) build the state's capacity in the improved sector management inorder to scale up the new decentralized service delivery model, statewide

(i) Before MTR, statewide sector information management system developed and operational.

(iii) At the end of the project, GOK has taken a policy decision to scale-up the new service delivery model to cover all GPs in the state and begun its implementation in the four project districts.

Relevant government decision reflected in government orders and capacity expansion of DPMUs.
