Arrangements
Government of Kerala has overall responsibility for implementing
the state project and the national component with the GOI's RGNDWM.
The main implementing agencies are:

Implementation
Arrangements
Planning Phase
Schedule
A detailed Project Implementation Schedule has been developed for
a six-year project implementation period from Jan. 2001 to December
2006. The Project will be implemented in 80 Grama Panchayaths (GPs)
in 5 successive but overlapping batches consisting of 5, 15, 20,
25 and 15 GPs respectively. Each Batch will follow a 27 month scheme
cycle consisting of four distinct phases -

The main activities
and outputs of each phase are as summarised below:

Pre-Planning
Phase:
The main activities during this phase are GP selection, Pre-qualification
of Support Organisations and signing of a Planning Phase
Tripartite Agreement between the KRWSA, GP and SO.

Planning
Phase:
The main outputs during this phase will be orientation &
capacity building of GPs and SOs, BG registration, formation
of Beneficiary committees, resource mapping and pre- feasibility
studies. These will be done in the first four months of this
phase. Subsequent activities are technology selection, preparation
of engineering designs and community empowerment plans and finally
a GP level Implementation Phase Proposal. The GP, BG and BC
capacity building, sanitation & hygiene promotion and women's
development programs are held as parallel activities during
the planning phase. The planning phase concludes with the signing
of the Implementation Phase Quadrilateral Agreement (IPQA)
between the KRWSA, GP, BG and the SO. There is one IPQA per
BG. A separate Implementation Phase Tripartite agreement
(IPTA) is signed between the KRWSA, GP and the SO for managing
SO contracts.

Implementation
Phase:
The main activities during this phase deal with the actual implementation.
They are procurement of materials, construction of schemes as
per agreed plans and procedures and management of project funds.

Post-Implementation
Phase:
During this phase, the GPs will provide advisory support to
the communities in efficient operation and maintenance of services,
on baling and collection of water tariff and book- keeping.
The signing of the ICRs in public gathering by KRWSA, GP and
BCs mark the formal exit of KRWSA from a project GP. Sustainability
monitoring and Impact assessments will be conducted by the KRWSA
to assess the project outcome.
