1.
How can a Panchayat apply for the Project?
Jalanidhi Project
is implemented in 5 Batches. At the beginning of each Batch press
release and newspaper advertisement will be issued calling for applications.
All the Grama Panchayats of Project Districts (4Districts,viz.,
Thrissur, Palakkad, Malappuram and Kozhikode) will be individually
informed through letters. Application forms will also be sent along
with this. All information will be available in the web site also.
2. How
can an NGO become a Support Organization under Jalanidhi Project?
Jalanidhi Project
is implemented by the beneficiary community. They get the community
development/ capacity building and technical support from an NGO.
Jalanidhi Project will issue newspaper advertisement and press release
calling for applications from interested NGOs having experience
in Community Development and Water and sanitation. The applications
will be short listed following a due procedure. The Grama Panchayats
where the project is implemented will finally select the organization
of their choice from the shortlist.
3. Is
it true that the existing street taps of KWA schemes will be abolished
and everyone compulsorily given a house connection?
This is not
necessary. Those who opt for collecting water from common taps will
have the freedom to do so. They will be allowed a lower monthly
O&M tariff compared to the house connection holders. However
there wont be un-owned or disowned connections in the project
4. Is
valuation by an engineer necessary for the conversion of deep-pit
latrines?
Not necessary.
When the work is completed, the SO personnel will inspect the work
and if it is satisfactorily done, the beneficiary can avail the
grant of Rs.1000/-
5. Can
a Beneficiary Group (BG) avail the services of a qualified hydro-geologist
for identification of appropriate source of water?
Yes. They can
pay his fee from the project fund as per the project norms and subject
to the ceiling fixed.
6.
What should the BG do when an unforeseen item of work causing a
substantial hike in the project cost has become essential during
the course of execution of a work? ( ex: collapse of a well)
The SO engineer
will make a report explaining the situation that led to the extra
works. He will prepare an estimate for the additional works. The
report and the estimate will be sent to the District Project Management
Unit (DPMU) of Jalanidhi Project and get it sanctioned. The BG can
then proceed with the work.
7. Who
is responsible for the purchases of stores in a BG?
Every BG should
constitute a Purchase Committee. Purchase should be done by this
committee following all the prescribed formalities. Purchases should
be with the knowledge of the BG. It should be ensured that supply
order includes only those items, which are approved as per the Community
Empowerment Plan
